What does that even mean?

70% of your calories from cooked vegetables?
Or 70% of your plate cooked vegetables?
Either way its low cal, which in turn, is low energy.

So expect fatigue from this diet. He also recommends this as a weight loss approach.

Sorry buddy, calories in, calories out is not the recipe for weight loss.

Not to mention the negative metabolic effects from consuming a low energy diet.

Has to be the worst diet reccomendations ever!
