Yes, as Gina explained; Ascorbic Acid is restricted because some drug addicts used it. Now that makes perfect sense, because taking Ascorbic Acid away from the public just made those drug addicts switch to citric acid .

..now both the Gen Pop and the drug addicts are much less healthy for it..
