Hmm, I see. Well, Bepanthen does have a trace of lanolin in it.
Here is an excerpt of some information I posted before regarding the ingredients of the all German version of Bepanthen.
German:
1 g Salbe enthält als Wirkstoff 0,05 g Dexpanthenol.
Sonstige Bestandteile Gebleichtes Wachs Dickflüssiges Pataffin Dünnflüssiges Paraffin-Weißes Vaselin-Ceresin-Glycerolmonooleate Wollwachsalkohole-Gemisch Gereinigtes Wasser Cetylalkohol Mandelöl Stearylalkohol Weißes Vaselin Wollwachs Enthält Stearylalkohol und Cetylalkohol
English:
1 g of ointment contains 0.05 g panthenol as an active ingredient.
Excipients bleached wax Viscous Pataffin light paraffin and white soft paraffin, ceresin Glycerolmonooleate wool wax alcohols mixture Purified water, cetyl alcohol stearyl White soft almond oil Contains lanolin, cetyl alcohol and stearyl alcohol

Well, being that lanolin is out of the question for you, and also Vaseline as you mentioned it in a previous post that it didn't work for you.
Have you tried applying the contents of an aloe vera gelcap or a light mixture of raw honey with the contents of a vitamin E gelcap to your lips? I was puncturing a vitamin E gelcap and applying its contents to my lips for a while & that helped with moisturizing my lips. If you do that then, try to find gelcaps with very few fillers in them. In other words, try your best to find gelcaps of the aloe vera or vitamin E products that don't have too many additives. You can also try organic shea butter or coconut oil. Have you tried those?
