First of all, you cannot conclude anything based on the high TSH. It could mean low T4 (as is true in your wives case), it can mean high Iodine with NIS to be made (probably also true in your wives case) and several other things... I would ignore the TSH if I were you.
Low T4 does mean hypothyroid as far as I know. But to stop taking Iodine when you're low on T4, is doing absolutely the opposite of what your body needs. I would keep up the iodine.
It took me one year to get off thyroid meds on iodine. If your thyroid has been struggling for some time, it's not going to be cured completely in a few months on iodine. It takes time.
Besides, your wife might be lacking in other nutrients than iodine. The thyroid needs more then Iodine to make T4. It also needs amino acids, zinc, copper, potassium, ..... The list is endless. Simply put: you need to be healthy in order for your thyroid to be healthy. I would make sure that I'm getting everything my body needs: protein, fats, fat soluble vitamins (lacking in today's diet: vit A, E, D, K2), minerals (you have to get the right balance as well), water soluble vitamins, carbs.
When your body gets everything it needs, and there's nothing hereditary going on health wise, your body will be able to heal itself, including the thyroid. But when it's been ill for a long time (and the presence of an auto immune disease would indicate this), it will take some time to heal. I've been at it for 2 years now, and I'm a lot better then I was, but I'm definitely not healed yet.
Most doctors are afraid of iodine. There's all kinds of misinformation going 'round about iodine. Read this forum and learn for yourself. For the record: I'm on 5 grams Iodide per day, have been for 6 months now, and I'm doing better then ever.
Now I'm going to answer your question: "Should she continue taking selenium after stop taking Iodoral?" Your question to me is like this question: "Now winter's over, should I continue wearing socks?" When you're on iodine, making sure you get enough selenium is VITAL (like wearing socks in winter), but when you're off iodine, your body might still need extra selenium (you might still want to wear socks), because the body can not do without it. It depends on how much is in your diet.
Like all of us here, you need to educate yourself and become your own doctor. Doctors know little to nothing about how to fix the thyroid.
