Probably very similar at the very least, but caution that cleanses are basically short-term forms of starvation and hypoglycemia is caused when someone under-eats long enough.

If you have low blood sugar, I'd recommend making sure you're eating enough before thinking your liver is clogged and try some kind of starvation method like a cleanse.
