yeah it is on the inside of my lips (mouth part and the cheeks inside the mouth. it doesnt peel becaue it is constantly wet with saliva but when i eat or brush my teeth it will go away.

This is not annoying and i dont feel anything about it but it might be that membran which extends to the lips and create the buildups.
