its an internal thing. it expresses itself outwardly in a controlled and responsible manner. the governing is done from the inside, not the outside. it makes outside control unnecessary.

what we have in this society is increased outside or external control which allows for less and less internal control. the result is not lawfulness but lawlessness. unless laws are internalized they have the opposite effect than intended. people insist on the law applying to others and exceptions for themselves. the US government has become a perfect example of this on a global scale - doing exactly what it insists everyone else should not do, including lying and theft and murder.

i could deal with a lying, stealing, violent neighbor. i have no chance against a government who is that way.
