Have you considered that this may still be Lyme?
Tests for Lyme are not always accurate.

One thing I would do is give my dog a natural Antibiotic and see what happens. It wouldn't hurt.

Sometimes Arthritis can be caused by bacteria.
A friend of mind who has severe RA used Antibiotic drugs and her symptoms improved greatly. This indicated that there was bacteria involved.

Some good natural Antibiotics :
Allimed, stabilized allicin
Colloidal Silver
GSE

If you find that one of these helps, then you may want to used it long enough to deal with Lyme. I believe it can take 1-2 years to eradicate Lyme.
I had Lyme and I used Allimed, Teasle Root and Lumbrokinase.
Now I am over it and symptom free for years.
