Has anyone ever found a definition for true colloids in an encyclopedia, Science reference, or physics or chemistry text book? Or in a peer reviewed paper in a Science journal?
I will save you the time, there isn't such a term.
I found colloidal electrolyte:
From the IUPAC Goldbook. The International uniion of Pure and Applied Chemistry
colloidal electrolyte
An electrolyte which gives ions of which at least one is of colloidal size. This term therefore includes hydrophobic sols, ionic association colloids, and polyelectrolytes.

Hydrophobic Sol is another name for Colloidal Silver . Colloidal Silver can be made up of either metallic silver or silver ions (charged particles) by the above definitions.
Before you impugn the above definition, the IUPAC is the highest authority on chemistry and physics terms.
