You mean adding it before fermentation or just using it as a supplement instead of syrup?
Yes, it's largely available in the UK. But who knows if what they produce is the real deal and not "caramel colored white vinegar instead", as you said. Sarson's malt vinegar is quite popular. The ingredients list: "Malt Vinegar - from Barley, Roast Barley Malt Extract."
