sure it can. Excess Copper floats around the synapses in your brain, messing with things.
I get hyper active thoughts when in a Copper dump. Planning all kinds of world domination and becoming a rich and famous artist. Don't nobody mess with me when I'm like that!

as long as it subsides I'm ok with it.
I do get a 'heavy' liver though, I suddenly notice I have one. Do you too?

and have you found that with each Copper dump you recover sooner?
