When I read this I came to think of an article I read years ago claiming that certain countries have scalar device protection since scalar waves according to the article also can do harm and is used against the public in "secret wars". According to this article Russia has a very strong antiscalar beam protection. If this is true and not just written by a crazy person, than perhaps it could make it problematic sending scalar waves to these countries, even for good purposes. What do you think of this?
