The solution?

The Running Man scenario, dump him off in the wilderness in a game show/mega televised fashion, sans drugs and let him see if he survives it.

Fun, no?

In this case we will give him a bike pump with the occasional bottled watered/passer offer blonde hu-hoozie spurring him on.

Fair enough?

If he survives it, reinstate his cycle riding rights.
