Yes, because of the chlorine-
No, because water, even if chlorinated is a cleansing element; we all feel it, even after being in a chlorinated pool.

I cant be in a chlorinated pool day after day, though. Or it happens the same as if I paint Iodine same spot 3-4 days in a row.
Dry, irritated skin.
Once and again, no problem.
