The national government lacks authority to "permit" any state to secede, since the uniion is stated in its founding documents as being a perpetual union. Even if the office of the chief executive wanted a given state out of the union, el Presidente doesn't have the power to do it. So its a frivolous petition and here's the type of reply I'd expect:
