Apparently, the heads of state of these two fictions only have an agreement between them which enables immigrants to move one direction; the medical practices of the more-free country being not permitted in the other country whose people's are less free.

Obviously those from the less-free country are happy to see arrivals of persons from the more-free country, if only for the hope that their presence might someday bring perhaps more freedom to the less-free country.
