That's Tinea Versicolor - a skin fungus. It appears "dark" on fair skinned people but on dark skinned people it appears as white spots and spotches. Cured mine incidentally by eliminating a whole bunch of fungal colonies of candida from my intestines.

Glad you are happy with the laser work but keep the above in mind in case it comes back.
