my very very initial hypothesis would be-tinker with certain things-put them in vaccines (to kill people (genocide/reduce population to more manageable numbers perhaps?)) and or make them sick(profit for big pharma/more so the genocide thing though). someone started catching on so a "acquirement by infectious means" hypothesis/story (tell the lay public its a "scientific fact" though) was put forward. ie. an infectious agent (hiv) "causes" this problem (as you said syndrome=group of symptoms, no definitive biochemical markers right?( other than poorly "inferred" nothings...) so now everyone thinks its just a standard part of life kinda thing...i will read your parts on hiv/gallo/aids thank you for the search terms...
