No, you misunderstand.

I am referring to "civilized" countries that would never think themselves capable of turning to total anarchy and losing all self control. It is "Problem-Reaction-Solution" on a larger scale.

Out of the "civilized" masses, the extremely unconscious will act out the most atrocities like looting, killing, arseny etc. But it is the semi-unconscious majority that will need the "problem reaction solution" to allow themselves to be fully controlled. Just look at 9-11 as an example:

Problem: "terrorists" attack us (inside job)
Reaction: We are under attack! Someone do something about those terrorists!
Solution: Start war "hey they started it!" and take away constitutional rights "for our safety"

In this case, Citizens would be much more tolerant of martial law if their neighbors were going around looting and stealing. This is exactly why they are staging the global economic collapse. It has nothing to do with greed or money. They already own more than the mind can possibly imagine. It has to do with control.

What they want is total control.
