I doubt a chemist could tell you what you want or need to know without knowing what exactly those stabilizers are. However, I have been doing much research on hydrogen peroxide and oxygen therapy. Every time the concept of stabilizers have come up concerning hydrogen peroxide, it has been said to never consume the hydrogen peroxide because the stabilizers are very toxic. This is a generalization, and maybe the stabilizers are not toxic. I'd put my money on the stabilizers not fit for human consumption myself though.

The best thing you could do is find out precisely what those stabilizers are, contact the company who sold you this product and ask for an explanation as to the content of your product. Follow it up with some research as to what each substance added to the hydrogen peroxide will do to you. If you find anything mentioning toxicity, then you'd probably have an answer to your question.

I've read this several times, hydrogen peroxide will decay or lose around 1% of it's effectiveness each month or so when refrigerated. If it isn't refrigerated, I'd imagine it would lose it's effectiveness much faster. This is why they use certain stabilizers, however, as mentioned, these stabilizers are toxic. Much like preservatives in food.
