I also have noticed that kind of extra-skin.

Crusts, which I commonly use, are necessary for the rebuilding of the skin, and have to protect the underneath skin to rebuild properly.
As meaning, this extra-skin would be a simple extension of this rough-to-touch skin of protection to, as it is said, enable the fresh under-skin to decently rebuild, even in the limit between 'normal' and 'damaged' skin.
