Most mouthwashes like Listerine contain thyme oil

so can I make my own?

You can, but you would have to emulsify the oil somehow otherwise the oil will float on the water.

If I mix it with water, how should I measure it? Like how many drops per tablespoon? Also, could I also mix in some oregano oil for good measure as well?

Alcohol will act as an emulsifier for essetial oils, but it takes a high concentration of alcohol.  This is why it is easier just to buy a mouthwash.

If you still want to make your own an alternative would be to use coconut oil in place of alcohol.  I recommend 40-60 drops of thyme oil to 16 ounces of the coconut oil and if you want oregano oil 20 drops.  Although oregano has a stronger scent and would not be the best for a mouthwash if you are looking for fresh breath.  Maybe a mint or wintergreen oil in its place.
