"President Obama’s latest policy outrage makes no attempt to hide his contempt for our military, as he is ordering that our troops serving overseas in war zones overseas are not to receive combat pay unless they are being shot at, or at risk of being injured by hostile aggression........."

What's wrong with that?  As a Marine serving in Korea I didn't get combat pay until I was within range of enemy fire.  The guys back at the air bases - out of artillery range didn't get combat pay. 

I served in and forward of the trenches and got every kind of incoming available at the time including sniper fire.  You earn combat pay - it isn't a gift.  It's been that way for decades so why should things change now?
