Yes, chloramine is extremely difficult, if not impossible, to remove from tap water, especially if you are quite sensitive. Have you looked at the site, http://www.chloramine.org?
Our group, Citizens Concerned about Chloramine, is fighting this awful chemical. If you get in touch with the contact person listed there, you could fill out a symptom sheet (totally anonymous) that could help us in this struggle. I too live in No Calif and do not use our water--period! Sometimes I feel like I am living in a third world country, but at least there one can wash.
