Hepa filters require a lot of air movement to work. So you'll need a fan to pull that air through. Usually the fan is placed on the inside and draws/sucks air through the filter. If the fan is on the outside the blades get dirty. I heard you need about 200 cfm air movement in the fans to push the air through the rather dense Hepa filter.
