a milk bank is going to be about as safe as the blood supply, imho.

heres the deal. she could take a drop and increase by a drop every day until she got a sign of detox then back off to the level the day before and cruise. cause if you think about it, everything she is currently encountering in her environment is also in the milk - flame retardants(all baby stuff is soaked in it), tap water showers, fukushima and all. some Iodine is WAY better than none. and breast feeding under the worse circumstances is better than a bottle.
