I don't know how to help your neck skin problem. But I've noticed on myself that I can get considerable neck irritation from clothing touching it, particularly when I wear collared shirts in the winter. I'd guess that your hair is involved because of how it touches your skin and keeps the irritation ongoing. Years ago I treated such a patch with a cortisone cream, but I wouldn't want to do that now. Let us know if you have any success with that. I'm very curious.
