For unactivated mms, the formula is one drop per gallon in order to purify water. You must wait 24 hours before drinking, to allow the mms to kill the pathogens in the water.
I'm not sure I understand the rest of your question because adding activated mms to water dilutes it, of course. But let me say that activated mms can be added to water and the water will be purified immediately and drinkable right away.
