Eugenics is not strictly about killing people, it is also about inhibiting their ability to reproduce. Bill Gates is no fool, you think he is going to come out and say it directly? His message is intentionally encoded in PC language so that there is always plausible deniability. The agenda documentation is readily available, and he is a major player in fulfilling that agenda.
