"How high does the dosage have to be to get hyper T symptoms?"
This is highly individual, and I havent reached that point yet, even when taking 300 mg daily. I had a few hyper symptoms, but this was actually before taking iodine.
If you are mostly hypo T, usually the detox phase will consist of a worsening of hypo T symptoms; like colder, more tired, etc.

Not many hyper T folks take iodine, but sometimes we hear about folks that have taken a large amount of Iodine without taking the companions. Palpatations and anxiety, racing thoughts have been reported in a trancient phase; which is more to the hyper side; very scary for the person who have this experience.
This is for me as a moderator difficult as most who experience this will never touch Iodine again; and it makes Iodine look dangerous.
