That's correct. Protein (certain amino acids) stimulate more insulin than some carbs.
The catch there is that it's also supposed to release glucagon (the other hormone the pancreas releases from the alpha cells) that directly antagonizes insulin.
Carbs do not stimulate the release of glucagon.
Unfortunately in people like us this system doesn't work correctly. Sometimes the insulin is too high, sometimes the glucagon is too low or both.
Going back to the question someone asked about how I know my pancreas hurts. If I eat anything that strains it the pain gets so severe I can't handle it. If I eat any amount of simple carbs, or if I eat lean protein with little fat that area gets very painful. I also have difficulty speaking, and if I eat enough carbs I urinate very sweet smelling urine because the body can't deal with the rise in sugar.
Then comes the severe hypoglycemic drop. I didn't eat enough fat and had too lean meat a few weeks ago and the reactive hypoglycemic drop was so severe I thought I was going to die. I was driving too because it was at an unusual time.
The pain in that area only comes when I eat something the pancreas strains to process.
Lean beef is just as bad as carbs are for me so I must include a ridiculous amount of fat or I'm in trouble.
