The coolant water has come into direct contact with the molten fuel rods.

They do not know the exact position status of the PCV or the rods.They have sensory information about water temps and contamination levels.

The rest starts with may have and finishes with could be.

Sensational headlines fulfill no purpose at all.

They now have working lights in all the command centers.This goes unreported but progress continues at great human expense.
