So what I understand about the above link, if you mix Lugols with witamin C powder (Vitamin C powder is the same thing as ascorbic acid), then the Iodine in the Lugol's will be turned into IodiDE.

That link is the only place so far that I've seen that. Assuming it is correct, then lots of people who only have some Lugol's available can increase their intake of Iodide by mixing the Lugol's they have with vitamin C powder, and therefore provide more protection to their thyroids in the event of nuclear disaster.

Right? Anyone?

If you are late into this discussion, it seems to already be agreed that the Iodide form is the one that protects the thyroid from radation, not the Iodine form.
