Oh you worked for the government? And you can't even spell MALNUTRITION? Holy cow you are so full of shit.
Have a look here:
http://en.wikipedia.org/wiki/List_of_countries_by_infant_mortality_rate
and here
http://en.wikipedia.org/wiki/List_of_countries_by_life_expectancy
Angola is not out of place in that list.
how about this:

http://allafrica.com/stories/201102180068.html
http://www.healthimaginghub.com/medical-imaging/553-girassol-hospital-starts-...
and this (official WHO doc by the way)
http://apps.who.int/hpvcentre/statistics/dynamic/ico/country_pdf/AGO.pdf?CFID...
"Current estimates indicate that every year 1504 women are diagnosed
with cervical cancer and 1008 die from the disease"
300 cancer deaths in the last 10 years you say? !!!
This book:
http://books.google.com.au/books?id=2u8m7pPQ_WwC&pg=PA300&lpg=PA300&dq=cancer...
which plainly states that because cancer is an age related disease, the increasing average age of the pre-80 pre-aids population was causing an increase in incidence of cancer.
As for dental work, it's no surprise there aren't good dental health statistics in a third world country where 95%+ of the population have NO access to dental care.
"In many African territories there were fewer than 1 dentist to every 100 000 people "
Angola has the least number of registered dentists per population in the world according to this:
http://www.worldmapper.org/posters/worldmapper_map218_ver5.pdf
You suggest this is because they have the least number of dental problems??? You must be kidding, what do you base that on? Oh "you" never saw someone with dental decay there? Gee, that's great evidence. I don't argue that they may have a LOWER incidence then a 1st world country, but that could easily be explained by the fact they don't eat any refined sugars or junk food..
How about these:

have a careful look at some of the photos. certainly looks like some are getting dental work done.
