Yes.

Keep in mind that there are some cases where an activated solution is called for, and others where an unactivated solution works better. Urinary tract infections and bladder infections seem to respond better to an unactivated solution.

I appreciate the fact that it would be nice if there were black and white answers, however in chemistry and medicine that is usually not the case.
