Galland knows that until a pathogenic fungal infection be present, there isn't way to end with the inflammation. With inflammation, there will be a leaky gut. If the immune system confuses candida with gliadin, the autoinmmune attack against it will destroy the lining. The villi won't regrowth until both things be addressed. It is candida acting as a gluten, and gluten as candida.
