I don't believe God takes the person's ability to choose away either. But they will choose to reject him always until regenerated, or born again.

So many scriptures say this. We choose Him after he makes us a new creation in him. He doesn't owe this to anyone. Nor can anyone earn it.

1 John 1:10-13
10He was in the world, and the world was made by him, and the world knew him not. 11He came unto his own, and his own received him not. 12But as many as received him, to them gave he power to become the sons of God, even to them that believe on his name:

This is key to get here, read carefully:
13Which were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God.


A new heart I will give you, and a new spirit I will put within you; and I will take out of your flesh the heart of stone and give you a heart of flesh. And I will put my spirit within you, and cause you to walk in my statutes and be careful to observe my ordinances. (Ezek. 36:26–27)

1 Corinthians 2:14
14The natural person does not accept the things of the Spirit of God, for they are folly to him, and he is not able to understand them because they are spiritually discerned. 15The spiritual person judges all things, but is himself to be judged by no one. 16“For who has understood the mind of the Lord so as to instruct him?” But we have the mind of Christ.


So yes, God let's us choose. But it's clear here we will not choose him if not given a new heart. We need him to do a heart surgery on us before we desire to choose him.
It's Paul's story, and every true believer's story, whether they believe that or not.
