An old Time Magazine article from 1946 compares the power of K on cavities vs. fluoride.

The experimenters noted with interest that vitamin K gum seemed more effective than highly publicized fluorinated drinking water (TIME, April 24, 1944).

Seems like this little study alone would have been reason enough to stop fluoridating the poor innocent citizens into submission.
