Of course its destruction was ordered, from the very highest level, but not for the petty reason of changing the relation between the fiat currencies and relative value of oil. If you were handed the plan, it'd be considered more un-believable than the factual things you already don't know that you wouldn't believe. Best is to not concern ones-self with matters far beyond their control.
