What is the extent of your dysphonia? Is your voice gravelly, softer, or are you completely mute?

You're doing a lot of chelating, Iodine chelates as well. Are you taking enough supplements to move the freed metals out? Are you reading the chelation forums? Just curious, what's the reason for emptying the caps on your tongue?

Green mucus is infection, so the Iodine must be clearing infection from your lungs. Painting as a measure of saturation isn't fool-proof. There may be other reasons for the Iodine disappearing on your skin. I've been supplementing for 3 years and if I paint, the iodine disappears pretty quickly.
