is there a difference between using borax and boron in supplement form?

as far as I know the supplement form is usually made from borax in the first place, but the capsules have a low level boron content with a lot of fillers and binders. The RDA is 3mg daily; I believe that the therapeutic level is much higher, around 18-30 mg, depending on weight.
