If you expand the Fourier series for a pulse train and evaluate the coefficients, a duty cycle of 25% would give you second harmonic one fourth the power level that the fundamental frequency is sending to the body.

A square wave (50% duty cycle) has minimal even harmonics, compared to a 25% duty cycle pulse train.
