What potential drawbacks does this method have vs. a purpose built constant current voltage regulator design?

When you don't need any resistance in the beginning as the water is already almost open you have the added resistance.

Later when the water is a dead short you have 2mA instead of 1mA.

If you make the resistor a larger value to get 1mA it will take even longer to get the reaction going in the beginning.

The voltage regulator will work with batteries also.
