For Traditional Chinese Medicine (TCM) for an infant you might want to make certain the herbalist is an Oriental Medical Doctor (OMD). Acupuncture helps as does bleeding on the ear tips, but probably requires someone who specializes acupuncture for infant care. The herbs are extremely bitter & difficult to take. You might look at the ND colleges & see if they have a TCM faculty.

The research right now is heavily focused on skin barrier defects & a deficiency of ceramide, an essential lipid. One of the best new approaches are the ceramide barrier repair products. These do not have steroids in them but it is very important that the ratio of ceramide to fatty acid & cholesterol is correct. The best of them is by Rx & it is expensive. One of the kindest MD's around is pediatric dermatologist Sarah Chamlin, MD at the UC San Francisco. She would be a really excellent resource.

Other approach being used is bleach baths for staph reduction. I think this approach gives a viable alternative to Antibiotics . I think more info is on the National Eczema Assoc website about that.

Unfortunately right now there is not a clear understanding of the relationship between things like heavy metals, vaccines, environmental toxins & the skin barrier. Research seems to heavily favor genetics over environmental causes. But even if the cause is unclear, what is well established is the dysfunction in the skin lipids, so creams that address that are a really good place to begin. That should not be a problem combined with Chinese herbs.
