I am not done with it yet. I will do my best to milk some more information wherever I can.

I have a consultation with an electro engineer teaching this kind of stuff this Thursday and I will lay the question to him on the volume of oxygen produced at these low values. He is likely to spit it at me off the cuff.

I also agree that there is more to that. As I have mentioned in that article, there is a good chance that the electrolysis also frees cell receptors, mitochondria, cell membrane, wherever, of the OH group. That would be very beneficial. These debilitate the cells, their respiration in particular. I am not sure I will ever be able to find out, but you never know.

In any case, I am glad you have found it of some use.
