If you click the PubMed link in the article it will take you to a page containing six (6) cites. Four (4) of those have abstracts. They are worth reading to understand what I believe is the reason for the article.
If you search: "Morgellons 1 q42 11 q42 12" you will get a number of Morgellons websites with either the same article or parts of it or Conspiracy theories based loosely on the article.
If you search "duplication/trisomy of 1q42 11 q42 12" you should find an NIH site for Genetic and Rare Diseases Information Center (GARD)found at: http://rarediseases.info.nih.gov/GARD/Disease.aspx?PageID=4&DiseaseID=1945
Towards the bottom of the page you will find the Pubmed Link * PubMed is a searchable database of medical literature and lists journal articles that discuss Chromosome 1, q42 11 q42 12 duplication. Click on the link to view a sample search on this topic.
This yields the the same search results as the Article on Jan Smith's site. I think the first abstract will suffice It is as follows:
Cytogenet Genome Res. 2007;118(1):84-6.
Duplication dup(1)(q41q44) defined by fluorescence in situ hybridization: delineation of the 'trisomy 1q42-->qter syndrome'.

We report on a novel case of pure partial tandem duplication 1q42q43 confirmed by fluorescence in situ hybridization (FISH). We compare the manifestations of our patient with similar cases previously reported. We conclude that the most common clinical manifestations of trisomy 1q42qter are prenatal and postnatal growth retardation, relative macrocephaly, triangular face, prominent forehead, broad nasal bridge, abnormal philtrum, micro/retrognathia, cardiac defects and mental retardation. We would like to emphasize the importance of the FISH technique in the identification of the duplicated segment. Copyright (c) 2007 S. Karger AG, Basel.

My take is: Do your home work. Otherwise some joker will have a good time at your expense.
