re-post.
well with people with AIDs exfoliative cheilitis is associated with the bacteria Candida albicans, which is present in the mouth. but obviously due to AIDs the body can't protect itself from this bacteria, which is present in the mucous membranes of the body.
"Exfoliative Cheilitis
Up to 30% of autoimmune deficiency syndrome patients develop this complication, predominantly on the lower lip, which is due to Candida albicans in more than half of cases (72). Scale formation and exfoliation predispose these immunocompromised patients to generalized infections."

candida albicans is a normal bacteria present in our mouths and skin and is usually harmless. What's used to keep it in check is good bacteria.
this is a very good report on exfoliative cheilitis.

"Oral sepsis has also been implicated as a cause of exfoliative cheilitis because it has RESOLVED after implementation of good oral hygiene."
there's not a wikipedia page on Oral Sepsis but here is a definition.
http://www.answers.com/topic/oral-sepsis
"A condition occurring within the mouth and adjacent areas characterized by the presence of pathogens."
pathogens are germs aka bad bacteria
The cause of exfoliative cheilitis might simply be pathogens. A reaction to pathogens.
