I do agree that a chattering mind unconscious of the noise eventually suffers. I think that's the underlying premise of meditation, to silence thoughts and reach different mind-states.

There is no such thing as peace of mind. Mind as such means that there is conflict. There is only peace when mind is not. Zen people call it a state of 'No-mind'. When there is no movement of thought. Thoughts are like a cloud of dust that hovers around the person. When mind moves more with a higher frequency of thoughts, when thoughts come faster, the cloud becomes thicker, more dense. The more the ability to see into reality will become obscured, tainted, shaded, contaminated by this cloud of intellectual activity. When thoughts are less, the more there is clarity to see this reality. With a thoughtless consciousness, this clarity becomes pristine. Consciousness is a cloudless sky.
The art of laying the mind aside is what meditation is all about. Meditation is a dis-identification with the clouds. One becomes more and more identified with the open sky of consciousness.
