I think they want it as a tagging device, so it needs to be embedded into a person and linked to that person in a database. So for that reason they can't be in chemtrails or pepper-shakers. secondly, how does this transmit. I think eventually it could probably transmit, but given its tiny size the reader would need to be pretty close.
