Applying it with a cotton swab is the easiest.  You can brush your teeth with baking soda first then spit out the excess but don't rinse.  The baking soda will decompose the peroxide increasing the oxidative bleaching.  Acids stabilize peroxide, alkaline substances, like baking soda, decompose it.

I just remembered also that the oil pulling is supposed to be great for whitening the teeth as well.
